The primary objective was to analyze workforce and skills management in a hospital setting in order to assess its impact on organizational performance and the quality of care provided to patients. A descriptive quantitative survey was conducted among 49 staff members selected using probability sampling. Data were collected via a questionnaire and analyzed using SPSS version 20. The results show that the majority of staff members are aged 55 and older and have more than 10 years of seniority, reflecting a gradual ageing of the workforce. The study also reveals a mismatch between skills and job positions, as nearly half of the respondents believe that their duties do not align with their skills. Furthermore, a small proportion of staff members have received continuing education over the past three years. The workforce analysis also highlights imbalances in the distribution of personnel across the various DPS offices. This study concludes that workforce and skills management within the DPS/Ecuador continues to face several organizational shortcomings that could affect institutional performance and the quality of health services. It recommends implementing an effective workforce and skills planning policy, strengthening continuing education, and improving human resources planning.
