Anti-money laundering and counter-terrorist financing (AML/CFT) have become central pillars of international financial governance, with national risk assessment (NRA) serving as a strategic tool for identifying and prioritising threats and vulnerabilities. This article examines the Moroccan case, marked by its inclusion on the FATF grey list in 2021 and its removal in 2023, in order to assess the actual effectiveness of the NRA beyond mere compliance. Using a qualitative institutional approach based on public sources and an analysis of the interactions between threats, vulnerabilities, and system effectiveness, the study demonstrates that the Moroccan NRA has acted as a catalyst for the modernization of financial governance. However, its effectiveness remains dependent on data quality, interinstitutional coordination, and stakeholder appropriation. The findings also highlight the structural role of key vulnerabilities, particularly the intensive use of cash, the size of the informal economy, and the real estate sector, in shaping residual risk. The article concludes that AML/CFT performance depends less on formal compliance with international standards than on operational effectiveness, reflected in the ability to detect, investigate, and confiscate illicit financial flows within a constrained socio-economic environment.
