This article examines the impact of blockchain technology and crypto-assets on anti-money laundering and counter-terrorist financing (AML/CFT) frameworks through a comparative analysis of Morocco, the European Union, and selected North African countries. Based on a comprehensive review of academic and institutional literature and a layered analytical approach (protocol, infrastructure, service providers, and usage), the study highlights how key features of crypto-assets — including transaction speed, pseudonymity, and cross-border interoperability — challenge traditional financial surveillance mechanisms. The findings reveal that the European Union adopts an integrative regulatory approach through MiCA and enhanced AML requirements such as the Travel Rule, improving traceability and supervisory capacity. In contrast, restrictive or unregulated frameworks in Morocco and parts of North Africa tend to shift risks toward informal and offshore channels, reducing transaction visibility. The study concludes that AML/CFT effectiveness depends more on the governance of fiat–crypto gateways, international cooperation, and on-chain analytical capabilities than on the technology itself.
