24. THE ROLE OF WAQF ADMINISTRATION IN THE MANAGEMENT AND INVESTMENT OF ENDOWMENTS IN THE EMIRATE OF SHARJAH, UNITED ARAB EMIRATES

Since 1996, the Government of Sharjah has sought to develop the waqf (Islamic endowment) sector by progressively reorganising the public body in charge of endowments and granting it the autonomy needed to manage and invest waqf assets. This article examines the organisational and legislative framework of the Sharjah Awqaf Department and presents selected models of its waqf investments. Using a qualitative, descriptive-analytical single-case design, it analyses the Department’s official documents, project data and reports, the laws, decrees and executive resolutions governing waqf in Sharjah (1996–2023), and prior studies. The findings show that the transformation of the General Secretariat of Awqaf (1996) into an independent Awqaf Department (2015), combined with Law No. 4 of 2011 and Law No. 8 of 2018, created a structure suited to attracting qualified staff, developing policies and diversifying investments. This improved performance and introduced new instruments, namely waqf shares, thematic waqf funds and some twenty-two waqf projects, alongside real-estate, scientific and training investments; waqf assets reached AED 300 million by 2019. The article recommends strengthening the investment of waqf funds, financing research centres and chairs from waqf revenues, expanding specialised training and providing scholarships. Its originality lies in documenting, over 28 years, how institutional and legislative reform can support the modernisation of waqf management in a Gulf context.
