PUBLIC POLICIES AND THE CONCEPT OF “ACTORS”
This paper examines the evolving role of the state and the central position of public policies as strategic tools for achieving comprehensive and sustainable development. It examines how governments, regardless of their political or ideological orientations, have increasingly relied on structured policy frameworks to respond effectively to citizens’ needs and to coordinate national action across multiple sectors. The study highlights the conceptual foundations of public policy, focusing on its definition, formulation process, and the interaction between decision-making, institutional structures, and societal demands. The analysis is framed within a multidisciplinary perspective combining political science, sociology, and governance studies. It relies on a qualitative analytical approach based on theoretical synthesis and comparative insights from both developed and developing political systems. Through this lens, the article identifies the key factors influencing the design and implementation of public policies, including the accuracy of information, institutional coordination, and stakeholder participation. The findings emphasize that successful public policies depend on precise formulation, transparent decision-making, and the active involvement of diverse actors-official (legislative, executive, and judicial bodies) and non-official (political parties, pressure groups, and public opinion). These actors collectively shape the policy cycle, from agenda-setting to evaluation, ensuring responsiveness to societal needs. The study concludes that strengthening the interaction between state institutions and citizens, improving governance practices, and enhancing accountability are essential to achieving effective and inclusive public policy outcomes.
