19. GOVERNANCE, INNOVATION AND ARTIFICIAL INTELLIGENCE IN THE TRANSFORMATION OF MOROCCAN AGRICULTURE: Governance, Innovation, and Artificial Intelligence in the transformation of Moroccan agriculture
Agriculture plays a central role in Morocco’s economy; its importance has been reinforced by major public programs, notably the Green Morocco Plan and the Generation Green 2020-2030 strategy. At the same time, artificial intelligence is reshaping agricultural practices worldwide by creating opportunities for productivity, sustainability, and resource management. In this context, our study examines the current state of AI in Moroccan agriculture by identifying key actors, analyzing barriers to adoption, and reviewing the first observable impacts. The research is grounded in the theoretical perspectives of New Public Management and Rogers’ diffusion of innovation. It is based on a documentary review of recent scientific publications from 2021 to 2025, institutional reports, and stakeholder websites. Our findings highlight a generally supportive policy environment and the growing involvement of both public and private actors in deploying AI-based solutions. Early evidence suggests promising outcomes, including improved yields and reduced water consumption. However, several challenges continue to slow wider adoption, particularly limited rural infrastructure, insufficient training, high investment costs, fragmented data, and the absence of a comprehensive national AI strategy. The paper concludes by promising four priority actions to accelerate AI integration in Moroccan agriculture: strengthening rural connectivity, expanding training and capacity building, improving access to financing, and establishing a clear national strategic framework.
