7. QUALITY MANAGEMENT BASED ON THE GRC (GOVERNANCE, RISK, COMPLIANCE) APPROACH: A PERFORMANCE LEVER FOR MOROCCAN UNIVERSITY HOSPITALS

Moroccan public hospitals continue to face challenges in patient safety, regulatory compliance, and service efficiency, despite reforms between 2020 and 2024 aimed at modernizing governance and expanding social protection. The integration of Governance, Risk, and Compliance (GRC) into hospital quality management remains variable and insufficiently understood. This study examines how University Hospital Centers (UHCs) implement an integrated GRC-based quality approach and identifies the organizational conditions that sustain hospital performance. Drawing on New Public Management, institutional theory, and quality management frameworks, and adopting a post-positivist stance, data were collected through seven semi-structured interviews with quality professionals. Lexicometric and thematic analyses were conducted, variables were operationalized, and Quali-Quantitative Comparative Analysis (QCA) was applied to determine the necessary and sufficient conditions for GRC adoption. Results indicate that institutional support, managerial leadership, process formalization, and organizational learning are key drivers of GRC integration, with adoption patterns and priorities differing across UHCs. The sample was limited to third-level hospitals (UHCs), the only public hospitals currently present in 7 of the 12 Moroccan regions with dedicated Quality and Risk Management services, unlike other hospital types.
